Our services

Public Risk Underwriters (PRU) of Florida, Inc. specializes in the administration of public entity risk pools. We provide a full spectrum of services, including underwriting, loss control, marketing, accounting, excess insurance placements and claims oversight. PRU of FL joined Brown & Brown, Inc. in 2000. Jennifer Martin, Executive Vice President

Jennifer is responsible for the overall operation of PRU and ensures its duties and obligations to Preferred and its members are met. Jennifer possesses a Bachelor of Science degree in accounting & finance.

Kevin Meehan, Senior Vice President – Director of Trust Services

Kevin is responsible for overseeing the development, planning and management of Preferred’s outreach, engagement and service initiatives for members, prospective members, and agents. He develops and improves educational training programs and member service platforms. Kevin is also the Regional Director of Client Services for Brown and Brown Public Entity.

Sarah Fugate, Director of Operations

Sarah oversees the Underwriting and IT Departments and is responsible for operations and procedures throughout the office. She also facilitates excess insurance placements, actuarial assessments, and data reporting. Sarah possesses a Bachelor of Science degree in mathematics from Westminster College.

Kurt Heyman, Vice President – Marketing

Kurt is responsible for initiating and successfully implementing PRU’s marketing plans and strategies. He handles agency relationships, develops marketing strategies, monitors prospect and quote activity as well as making himself available as an invaluable resource to our agent partners for technical expertise and assisting agents in presenting the Preferred program to public entities throughout Florida. Kurt possesses a Bachelor of Science and MBA in financial and marketing management from Rollins College.

Margaret E. Gross, CPCU, Director of Underwriting

Margaret is responsible for coordinating all lines of underwriting for the Preferred Governmental Insurance Trust program. She leads a team of eight underwriting professionals who handle the daily customer service requirements. Margaret has served on the Board of Directors for the Central Florida Chapter of CPCU for several years and served as its past president.

Pam Hancock, Director of Loss Control Services

Pam has worked for Public Risk Underwriters for more than 15 years. She is responsible for assisting Preferred members with their loss control needs and implementing and improving loss control services. Pam works closely with members and agents on a daily basis.

Jeremy, Business Development Specialist

Jeremy is responsible for digital marketing strategies and agent relations. He facilitates the production of online and in-person communication between agents and members. Jeremy also handles the production of marketing materials that advise agents of the happens at Preferred and advise members of the valuable services available to them as members. Jeremy has a Bachelor of Arts degree from the University of Central Florida.
